Rationale for establishing the 20 Vital Health Commodities List (VHCL)

The Parliamentary Pharmaceutical Caucus (PPC) in collaboration with IPERI implement the 20 vital commodities list. The rationale for establishing the list includes:


-VHCL is framed as a social contract to ensure access to vital health commodities and as a fundamental aspect of healthcare delivery

-VHCL presents a defined list of vital medicines and diagnostics, hence simplifies procurement processes and supply chain management.

-VHCL promotes equitable access to affordable and safe health commodities particularly for marginalized and underserved populations

-The commodities on the VHCL include medications that have been rigorously evaluated for their safety, efficacy, quality and cost effectiveness

Improved availability of Essential Medicines and Health Commodities

Prioritized list ensures that the most critical health commodities are consistently available across all health facilities, reducing stockouts and improving patient outcomes. 

Implementation Method

Promotion of the 20 Vital Health Commodities will be linked to IPERI’s integrative medicine and wellness services achieved through IPERICS. IPERICS is the IPERI Membership Card System designed to promote community-driven integrative medicine and health services.

A defined list simplifies procurement, warehousing, and distribution processes, making the supply chain more predictable and manageable

Support for Universal Health Coverage (UHC)

E​nsuring access to vital commodities is a foundational step toward achieving UHC, especially for managing high-burden diseases like HIV, TB, and malaria 

Alignment with National Health Priorities

 The list reflects Zimbabwe’s health strategy goals, such as improving access to medications, strengthening primary health care, and reducing morbidity and mortality.
